Programs offered through the Business Development Department consist of
the following:
Microenterprise Development Program -The
Microenterprise Development program offers aspiring entrepreneurs the
opportunity to make their dreams become a reality by offering a business
education course and small business loans.
Individual Development Account (IDA) Program - IDAs are matched savings
accounts designed to help low-income individuals save money towards the
purchase of a home, start up or expansion of a small business, or to
further one’s education.
Ohio
Benefit Bank Program -
Benefit Bank assists
individuals in applying for publicly sponsored programs by helping them
prepare and file applications and tax preparation services.
By
Car Program - The By Car Program is a matched savings program designed
to provide qualifying low-and moderate-income individuals an opportunity
to purchase a vehicle.
Job
Opportunities for Low Income Individuals (JOLI) Program - The JOLI
Program offers individuals the opportunity to start a home based day
care.
Finance Fitness Program - The Finance Fitness Program is designed to
educate and empower low-to moderate-income individuals of Adams and
Brown Counties and help them become financially fit.

The
Microenterprise Development program offers aspiring entrepreneurs the
opportunity to make their dreams become a reality. Microenterprises are small
businesses of five or less individuals with often the owner being the only
employee of the business.
The
Microenterprise Program offers a twenty hour Business Education Course to low-
and moderate-income individuals that covers setting business goals, financing,
pricing products and services, preparing cash flow statements, record keeping
systems, understanding financial statements and balance sheets, writing business
plans and more. The classes are interactive, educational, fun and most
importantly, give someone wishing to start their own business a solid
foundation.
The
Microenterprise Development Program also offers small business loans ranging
from $500.00 to $15,000.00. Microenterprise Loans offer a 6% fixed interest rate
with a term of up to five years. Loans cans be used for business start-up or
expansion.
The
Microenterprise Program has helped individuals from both Adams and Brown
Counties start or expand small businesses since January, 2002.

school? Would you like up to $4,000.00 to help you realize your dream? If you
answered “yes” to any of these questions, then you need to know more about
Individual Development Accounts (IDAs).
IDAs are
matched savings accounts designed to help low-income individuals save money
towards the purchase of a home, start up or expansion of a small business, or to
further one’s education.
IDAs work
like savings accounts, only better. For every dollar you save in your IDA, you
will receive two dollars in grant money as a match to your money. An individual
saving $2,000 of his/her own money will be matched with $4,000 in grant money.

THE
Ohio
BENEFIT BANK
|

The Ohio
Benefit Bank is a new program implemented in March, 2008. Benefit Bank assists
individuals in applying for publicly sponsored programs by helping them prepare
and file applications and tax returns.
Individuals
can apply for social service programs such as food stamps, medical cards, child
care, Ohio Works First, prescription drug assistance, Medicare RX Extra Help,
Ohio High Risk Pool-insurance plan, free or reduced school lunches, Golden
Buckeye Cards, voter registration, FAFSA applications, Safe Link cell phone
services, senior employment programs, and assistance through the Save the Dream
Program. Benefit Bank Counselors also prepare both Federal and State Tax
Returns, at no charge, for individuals who make less than $60,000.00 a year. In
addition to the current year’s taxes the Benefit Bank also offers services that
allow individuals the opportunity to have previous year’s tax returns completed.

“BYCAR”
PROGRAM |

The By Car Program is a matched savings program designed to provide qualifying
low-and moderate-income individuals an opportunity to purchase a vehicle
enabling them to obtain or retain employment and/or education. An individual
saving for a car can deposit $1,333.00 into a special savings account and will
be matched with $2,666.00 for a total of $3,999.00 to purchase a vehicle.
Individuals will receive Financial Literacy and Consumer Education training
while enrolled in the By Car Program.

(JOLI) PROGRAM
JOB OPPORTUNITIES FOR LOW INCOME INDIVIDUALS

The JOLI Program offers individuals the opportunity to start a home based day
care. Qualifying individuals will receive the necessary training required to
become certified through the Department of Job and Family Services as a “Type B”
day care provider. Individuals will also receive training on how to operate a
small home based business and how to write a business plan. Individuals who
complete the program will receive a $2,500.00 grant to start a home based day
care. Funds are available to individuals who reside in Adams or Brown Counties
and who meet the income guidelines.

Finance
Fitness

The Finance Fitness Program is designed to educate and empower low-to
moderate-income individuals of Adams and Brown Counties. Two financial literacy
curriculums are offered through the Finance Fitness Program, depending on the
participants needs. Finance Fitness will provide participants with basic banking
skills, the ability to budget and manage their money, banking principals,
information on insurance, investments, retirement, college funds and finances.
This program also contains valuable information on mortgage loans and real
estate. The curriculum offered will enable individuals to manage their finances
and start the path to financial freedom.
