Assistance Program (HWAP)

Ohio's HWAP was designed to reduce the energy consumption of Ohio's low-income households, making energy services more affordable.

The local HWAP agency performs an initial energy audit at each house to determine which measures are needed. This on-site audit also identifies health and safety related problems that need corrections. The local agency performs the work recommended by the audit. After all the work is completed on a home, the agency performs a final inspection to verify the quality of the work.

The main measures provided by the program include:

  1. In-home energy education

  2. Wall insulation

  3. Attic insulation

  4. Blower-door guided air sealing

  5. Heating system safety tests, repairs, and tune-ups (and replacements for safety reasons)

  6. Duct insulation and sealing

  7. Floor insulation

  8. Hot water savings measures (insulation blankets and low-flow showerheads)

  9. Energy-related home repairs
